Medical Services International Inc. (OTC: MSITF) is pleased to announce that it has received a Letter of Commitment from the Shanghai Police Department that it will be using the VScan HIV test kit. The test kits will be deployed as part of their regular equipment for use in the field as well as in their rehabilitation centers.

In a published article on Monday July 4, 2005 it was indicated by the National Institute of infectious Diseases that HIV/AIDS appears to be spreading along drug trafficking routes extending from Yunnan Province to Southeast Asia. Since 1989, HIV infections have been discovered among intravenous drug users in Western Yunnan Province and spread to Xinjiang Uighur and Guang Xizhuan regions. Researchers have discovered two strains of HIV. They believe the strains found in China have traveled from Laos, Myanmar, Thailand and India. The VScan HIV rapid test kits is one of the few kits that has been found to detect both strains making it a valuable tool in this area.

The Joint United Nations Program on HIV/AIDS estimates that 840,000 people are infected with HIV in China. This figure is expected to rise to 10 million by 2010 if left unchecked. The VScan HIV test kit has been found to be accurate, fast, requires no refrigeration or medical facilities and is ideal for remote regions. It is perfect for the regions indicated. The Company feels that as a result of its existing contracts and the contracts that it is currently negotiating in China and Southeast Asia that it will be instrumental in helping China control its HIV problem. Use by organizations like law enforcement agencies will make the VScan HIV kits an important part of the first line of defense in stopping the spread of HIV in China.
